I think a new gas tax could work if income taxes were reduced by the same amount. Or allow people to claim gas purchases against their income. As prices go up at the pump, your end of year tax burden goes down.
Why didn't you mention the UK, where drivers are used to paying double North American prices? How could we move to such a system? Regardless, when oil becomes more scarce prices will rise dramatically.
